Operating & Capital Budgets

Operating Budget

Provincial operating grants from the Ministry of Post-Secondary Education & Future Skills (PSEFS) are allocated to the 25 public institutions. Each post-secondary institution allocates the fund internally.

SkilledTrades BC (previously Industry Trades Authority or ITA)—the agency that funds the majority of the instructional costs for our trades foundation and apprenticeship programs—provides funding for the 15 public trades and apprenticeship schools in BC.

Selkirk College’s portion of these allocations are typically a function of our domestic enrolment target, the comprehensive program mix we offer, and the specific challenges of our rural context and the widely spread communities we serve.

International tuition is set on the principle of full cost recovery, while domestic tuition is set through government policy and is subsidized by the provincial grant. Domestic tuition increases, which are capped at 2%, have not kept up with inflation. This increases pressure on our operating budget.

Capital Budget

Selkirk College regularly advocates for major capital and facilities improvement funding opportunities through the Ministry’s capital planning process. This funding is not available for annual operating costs. It can only be used for project-specific capital upgrades.

Major capital projects are detailed in our Five-Year Capital Plan and the Campus Master Plan.
